【摘要】:Theintentoftheseprinciplesistoprovideguidanceforaneffectiveandefficientsystemfor(1)theacquisitionofpersonalproperty,(2)theutilizationofavailablepersonalproperty,and(3)thedisposalofpersonalproperty(PublicLaw107-217).Historically,propertymanagementpracticeshaveoftenreflectedorganizationalormanagementprocessesthatdidnotreflectx201C;bestpractices.x201D;Oneofthegreatestchallengesfacingpropertymanagersishowtoensurethatoverlydetailedandcostlypracticesusedorproposedfortheoversightofpropertyassetsarenotadoptedasrepresentingx201C;bestpracticesx201D;orestablishedasanoperatingpolicy.Propertymanagementpracticesshallseek,whenviewedintotality,tobeeffectiveandefficient,tothepointatwhichbenefitsexceedthecostsofoperation.Oftenthekeypropertymanagementfunctionsarebasedoncompliancewithquantitativemeasuresand,therefore,compliancewithx201C;processx201D;hasbecomemoreimportantthanthegoalsthatpropertymanagementsystemsshouldseektoachieve.1.1Thispracticecoversthecreationofasetofguidingprinciplestobeappliedtothepracticeofpropertymanagement.Theseprincipleswillenunciatetheobjectivesandintentofthepropertymanagementcommunity,stresssimplifiedprocedures,promotelessratherthanmore,judgmentratherthanx201C;by-the-bookx201D;decisions,andencouragetheadoptionofx201C;bestpractices.x201D;1.2Theacceptanceoftheseguidingprincipleshasthepotentialtofosteraproblem-solvingmentalitywithinthepropertymanagementcommunity,encouragetheuseofinnovativeandcost-effectivepractices,creategreatercommonalitybetweengovernmentandindustrypractices,andincreasetheabilityoforganizationstorespondtochangingneedsandbusinessconditions.1.3Thepotentialeconomicandpracticalbenefitsofoperatinginamannerconsistentwithasetofguidelinesoutweighconcernsaboutthelossofpredictability,uniformity,andconsistency.1.4Theintentofthispracticeistoprovidepropertymanagementguidancefortangiblepersonalproperty;however,manyoftheprinciplesappropriatelyapplytoothertypesofproperty.
